Assemblymember Nguyen has a bill signed, another vetoed by Gov. Newsom

Two bills sponsored by Assemblymember Stephanie Nguyen (D – Elk Grove) met different fates after reaching Gov. Gavin Newsom’s desk. While Newsom signed Nguyen’s Assembly Bill 386, he vetoed Assembly Bill 372.

According to a press release by Nguyen’s office, “AB 386 will help financial abuse investigators to better protect the assets of California’s older and dependent adults by extending the time frame investigators can access records and increasing the amount of information that can be received.”

AB 386 is the second piece of legislation sponsored by the first-term legislator. Last week, Newsom approved Nguyen’s Assembly Bill 1646, which provides comprehensive reproductive training for out-of-state physicians in states that have outlawed abortion access.

“As our older adult community continues to be targeted financially, we must do something to protect them,” Nguyen said. “AB 386 ensures that financial abuse investigators will have improved access to information and can better protect older adults like my parents.”

Nguyen’s other legislation, AB 386, would have exempted income up to 200 percent of the poverty level of state-qualified apprenticeship or pre-apprenticeship programs. Newsom cited budgetary considerations in his veto message.

The statement said, “I appreciate the author’s intent to support low-income individuals participating in apprenticeship programs. However, this bill would result in ongoing costs of over $25 million annually, which should be considered as a part of the annual budget process.”
