If there is one thing the Elk Grove City Council can be counted on to do is to yuck-it-up during their meetings.

Here is prime example of the grand master of inappropriate laughing, Elk Grove Mayor Bobbie Singh-Allen. Her honor never fails to loudly and inappropriately laugh while conducting the people’s business.
