With the mayor and vice mayor absent for unexplained reasons, District 1 City Councilmember Darren Suen, the senior member of the legislative body, presided over the November 8, 2023, Elk Grove City Council meeting.

If the two highest-ranking elected officials on the Elk Grove City Council were to skip a meeting, their choice of last night’s session was apropos. However, there was no explanation for the absence of Mayor Bobbie Singh-Allen and her Vice Mayor, Kevin Spease.

Coming out of the closed session, Suen noted the city would defend two lawsuits, but there was no mention of Attorney General Rob Bonta’s lawsuit against the city for rejecting the Oak Rose affordable housing project in Old Town-Historic Downtown Elk Grove. In previous statements, Singh-Allen has repeatedly stated the city is trying to convince the Oak Rose project proponents to a location in the city outside of Old Town-Historic Downtown Elk Grove.

The three city council member meeting, which was heavy on proclamations and reports that required no action, was led by Councilmember Darren Suen, approved two rezoning requests. The meeting started with proclamations recognizing November as Native American Heritage Month, Sikh Awareness and Appreciation Month, Global Entrepreneurship Month, and the annual report from the city’s Diversity and Inclusion Commission.

One of the rezones requested to change housing density from four to seven single-dwelling units per acre to accommodate another self-storage facility. The project is located at 16.7 acres in the Laguna Specific Plan area and on Bilby Road east of Bruceville Road.

With the approval of the 16.7-acre rezone, the city council was able to approve the rezoning for the Stahos self-storage project. That 7.1-acre project was rezoned from five residential dwellings per acre to commercial use and allowed for the removal of 65 trees.

The city council also heard the Elk Grove Tourism Marketing District’s annual report, a presentation on the Support Local Elk Grove marketing campaign, and a review of new California laws affecting the city.

The meeting is the second to last of 2023 for the Elk Grove City Council, and there is only one scheduled meeting in November and December. It is unclear if Singh-Allen and Spease will appear at that session.
